Billing & Pricing
The fees applicable to each Neero service are set out in the My subscription section of the mobile application. Before making any transaction, you are invited to read and accept the billing conditions in force. Acceptance of billing is required before each transaction is validated. Neero reserves the right to change its fees with prior notice via the application or by email.
1 Preamble
These Terms and Conditions of Use ('T&Cs' or 'Agreement') define the terms of use of NEERO, developed by NEERO SAS, a company incorporated under Cameroonian law with its registered office at Bonamoussadi, Douala, Cameroon, registered under Trade Register N° RC/DLA/2022/B/6628.
By accessing and using the NEERO application, you accept the terms and conditions of this Agreement.
2 Age restriction
Our services are exclusively intended for persons aged 18 or over.
3 Definitions
The following terms are used in these T&Cs with the meanings set out below:
4 Neero services
Neero offers the following services via its Super App:
6 User obligations
To open a Neero account, the following conditions must be met:
- →Provide a valid Cameroonian identity document (national ID, receipt or passport).
- →Provide a Cameroonian phone number and valid email address.
- →Reside on Cameroonian territory.
- →Provide the NTI (National Tax Identification number).
- →Provide a location plan, proof of address, or electricity/water bill in your name.
Once your account has been validated by Neero, your details can no longer be modified, in compliance with regulatory requirements. Neero reserves the right to accept or refuse any membership to its platform.
To benefit from the referral programme, the user must have a validated account and share their referral code. The referee must create their account using this code, obtain a validated virtual card and complete transactions of an amount defined on the platform. Both parties then automatically receive the bonus defined in the application.
7 Neero's liability
Neero cannot be held liable for interruptions resulting from circumstances beyond its control (network issues, third-party failures, system outages).
Neero cannot be held liable for errors or losses resulting from incorrect information provided by the user (wrong numbers, incorrect amounts, inaccurate beneficiary details).
Neero implements advanced security measures but cannot be held liable for losses arising from the user's negligence in protecting their personal information.
Neero reserves the right to modify, suspend or discontinue any of its services at any time, without liability for any resulting losses.
9 Intellectual property
Neero's website URLs, the name 'Neero', and all product and service logos are protected by copyright and are registered trademarks of Neero SAS. Any unauthorised reproduction or use constitutes an act of infringement under the revised Bangui Agreement of 2 March 1977 establishing the African Intellectual Property Organisation (OAPI), and exposes the offender to criminal penalties.
11 Security
Neero uses advanced encryption to protect sensitive data during transmission and storage.
MFA is required at login to strengthen account security (SMS code or authenticator app).
Neero continuously monitors its systems to detect suspicious behaviour or intrusion attempts.
In the event of an incident, Neero applies a response plan to contain, assess and resolve the situation quickly, notifying affected users as required by law.
12 Anti-money laundering & counter-terrorism financing (AML-CTF)
Neero complies with CEMAC Regulation N°01/CEMAC/UMAC/CM on the prevention and repression of money laundering and terrorism financing, and adheres to FATF, GABAC and GIABA recommendations. Key measures include: identification of the ultimate beneficial owner, refusal of anonymous accounts, risk-based approach, politically exposed persons (PEP) management, and reporting to the ANIF and CENTIF.
13–14 Account deletion & prohibited activities
Neero reserves the right to delete or close a user's account in the event of prohibited activities, including:
- ✕Any violation of a law, this agreement or applicable regulations.
- ✕Transactions relating to dangerous products, drugs, illegal or stolen goods.
- ✕Content promoting hatred, violence, racial intolerance or criminal exploitation.
- ✕Pyramid schemes, Ponzi chains or matrix scams.
- ✕Activities requiring authorisation or licensing without having obtained it (medicine, pharmacy, gambling, sports betting, etc.).
- ✕Disclosure of third-party personal information in violation of applicable laws.
IV Payments & claims
After each successful transaction, a confirmation is sent via in-app notification and/or email, including the amount, date, time and recipient.
Users have 120 days from the transaction date to file a claim with customer service, with supporting evidence. Beyond this period, Neero will no longer be able to process the request.
If any step of the process is not validated (incorrect information, wrong pass code, insufficient balance…), the transaction is automatically cancelled and the balance remains unchanged.
If the virtual card balance is insufficient, the transaction will be rejected and rejection fees will be debited from the card or Neero account.
V Contract duration & account management
The contract takes effect upon account creation and remains valid until termination.
The user may close their account at any time via the application. It can be reactivated by contacting customer service.
Neero may suspend or delete an account without notice in cases of dispute, suspected fraud or for any other valid reason.
Neero reserves the right to block an account, transactions and funds in cases of suspected or proven fraud, for a period not exceeding 120 days.
VI Applicable law & jurisdiction
These T&Cs are governed by and construed in accordance with Cameroonian law. Any dispute relating to the validity, interpretation or performance of these T&Cs shall be subject to the exclusive jurisdiction of Cameroonian courts.
